Export Control Regulation

Federal law implements export controls of certain information and materials for reasons of national security and protection of trade. Institutions of higher education and their employees are required to comply with these laws and regulations. Regulations that most affect universities are those administered by the Department of Commerce (Export Administration Regulations or EAR) which oversees domestic and dual-use items, and the Department of State (International Traffic in Arms Regulations or ITAR) which oversees defense articles and services. The Office of Sponsored Programs Administration is empowered to make decisions regarding exports and obtain licenses, if necessary.
